I am directed by Secretary Sir John Simon to refer to
GA your letters Nos. 92668/32 and 92675/32 of the 29th August
regarding the Chinese Government's proposal to establish a
Chinese Vice-Consulate at Hongkong in connexion with the
new Chinese regulations for the introduction of a system of
consular invoices and to transmit to you herewith a copy
of a telegram on this subject from His Majesty's Chargé
d'Affaires at Peking.

Sir John Simon concurs in the views expressed
by Mr. Ingram and proposes to reply to any further
enquiries which the Chinese Minister may make on this
subject in the sense suggested in the second paragraph
of the enclosed telegram.
