I am informed confidentially by Inspectorate General

of Customs that Inspector General of Customs has suggested

to Ministry of Finance that Commissioner of Customs, Kowloon,

should issue consular invoices. No reply has yet been

received but Customs have information that Waichi opu asked

the consent of Executive Yuan to establish Consulates at

Hongkong, Haiphong, Liverpool and a few other places.

Customs have ruled that country of provenance means

country from which goods are last shipped under bills of

lading.
