Your telegram No.615 (of September 1st. Consular Invoices).

I concur in the course of action proposed in your telegram No.585 and I approve the steps taken by, you and Mr. Holman in this matter, with a view to.securing the concessions set out in

your telegram No.615.

Serious complaints are however being received from British exporters as to practical difficulties and possible anti-British discrimination in practice and you should bear this in mind as supporting the objections of His Majesty's Government to the new system, whilst continuing your attempts to secure the maximum possible concessions in its operation. In order to consider

the m ture of further administrative action which may be necess- ary in this country, the Board of Trade wish to know whether they can accept as the formal and official reason given by the Chinese Government for the introduction of the new system that set out in paragraph 4 of your telegram No. 569.
