Officer should not affiliate to the Chinese Chamber of
Commerce and I see no reason for his affiliation to any other body.
5, I am strongly opposed to the entrusting of the necessary
functions to the Chinese Chamber of Commerce. The appointment
os recomen:lation of Vis Government of an eminent local Chinese
is open to serious objection and it could hardly prove other
than unsatisfactory,
6. Appointment of a consular officer of some other country
officer might be accepted if it were possible to find a suitable but
I doubt whether any Consular officer who would be considered
suitable by this Government would accept the appointment.

7. Ün consideration of whole question Hong Kong will be
prepared subject to stipulation stated above to accept a special officer if Chinese Government persists in its refusal to
appoint the Commissioner of Customs.
