Hsu Mo informed me last night that Waichiaopu were strongly opposed to Customs at Kooloon dealing with

consular invoices. I gather from him that he would be satisfied if Hongkong authorities would agree to appoint some agent not necessarily proper consular officer who would simply deal with endorsement of invoices.
