With reference to Foreign Office letter No. F 6607/
5423/10 of the 9th September, I am directed by Secretary
Sir John Simon to transmit to you herewith copies of two
telegrams from His Majesty's Chargé d'Affaires at Peking
regarding the arrangements suggested by the Chinese

authorities for the issue of consular invoices at Hongkong.

The statement reported in the last sentence of
Mr. Ingram's telegram No. 691 was no doubt based upon a
misleading report from the First Secretary of the Chinese
Legation, who appears to have misunderstood the position.
As will be seen from the account of his interview at the
Foreign Office contained in Foreign Office letter under
reference no suggestion of this kind was made to Mr. Tan.
