ut so far I have seen no adequate ground for
overriding the strong hostility of the .A.
ovt. to the proposed appointment. The position
of the overnment of China is so unstable,
and its control over Canton so shadowy, that
I see no ground whatever for treating its
requests as if they were made by a stable
government with which we were in established
relations. I should certainly refuse to
be hurried in the matter, since in any event
we could not take such a strong step as to
ignore the
overnor's opposition in the
absence of the S.of S.
In the circumstances I would not propose
an immediate conference, particularly in the
absence of Sir.Shuckburgh, but would send
copy of the telegram to oreign Office
asking that the views expressed may receive
serious consideration.
