I beg to bring before you the name of the Reverend Ronald Owen Hall, B.A., Vicar of St. Luke's, Newcastle-on-Tyne, as a fit person to be consecrated Bishop of Victoria (Hong Kong) on the vacancy of the See, which has occurred by the Resignation of the Right Reverend Charles Ridley Duppuy, D.D., the last Bishop there.

I therefore desire to apply for His Majesty's Licence authorising me to consecrate the Reverend Ronald Owen Hall a

Bishop.
