CIRCULAR.

Sir,
I have the honour to transmit to you the accompanying copy of a Report by a
Committee of Experts appointed by the Council of the League of Nations to enquire
into certain questions arising from the operation of the International Slavery Con-
vention, 1926.
2. It will be observed that each chapter of the Report concludes with suggestions
as to the manner in which certain aspects of the matter under review should be dealt
with. While these suggestions are not of direct concern to all Colonial Governments,
certain of them require consideration by Colonial Governments in various parts of
the world. I refer in particular to the suggestions in paragraphs 13, 23, 36, 37, 39,
and 55 to 58, together with the observations in chapters 6 and 7. I shall be glad in due
course to be furnished with the observations of Colonial Governments as to the desir-
ability of adopting any of these suggestions in regard to the territories under their
administration.
