The Chinese Watch Committee has been

very helpful over the Mui Tsai and brothel questions,
and Sir W. Peel is sure that our right course is not
to offend them unless it is clearly necessary to
prevent abuses.
Sir W. Peel admitted that in the poorer
Chinese households it is impossible to distinguish
a Mui Tsai from an adopted daughter. That is a
theoretical objection to leaving things as they are,
but it is only theoretical, as in practice the
poorer classes of Chinese do not adopt daughters.
It is for consideration whether a copy of
No.9 should be placed in the House of Commons
