he did not attach much importance to registration. This was hardly an incentive to obey the law.
We have no doubt that the one Inspector and the two Chinese ladies do their best to carry out their duties;although we should like to see a more effective and full inspectorate: but neither we nor our friends who forward us cuttings from the Hong Kong papers can believe that it is anything but a travesty of the truth to state that the mui tsai system in Hong Kong has now been abolished. When a Mai Tsai Pill was recently introduced in the Malay States the Government Spokesman announced that the so-called adoption of Chinese girls was a subterfuge, and that in reality they were mui- tsai and he pressed for the registration of so-called adopted daughters.
We indeed think that the mui tsai system in Hong Kong is so unsatisfactory that a Commission of Inuiry into the whole system and its working there ought to be appointed without delay.
