should give an undertaking to terminate all proceedings

pending or contemplated in relation to matters

leading up to or resulting from the deportation order.

On 23rd October the Secretary of State telegraphed

that the Foreign office proposed to discuss with the

French Government the case of Nguyen ai quoo, and that

ne should, if possible, be detained pending the

results of discussion. It would be made clear to the

French that pending the result of the appeal to the

Privy Council, deportation to Saigon under section 6 of

the ordinance could in no case be proceeded with.

On 17th November, the Governor replied that pending. the result of the discussion Nguyen ai 30g gould be

de tained, out that an early decision was very desirable.

an undertaking of that nature, even if given, would

debar the person concerned from taking legal proceedings

The Foreign Office replied on 6th January

enclosing a copy of a semi-official letter from the French

Emb4333. In the view of the Foreign Secretary, it gives

reasonable grounds for thinking that the eventual

enforcement of the Orders issued against Nguyen by

the Hong Kong Government would not result in the

execution
