PARAPHRASE TELEGRAM from the Officer Administering the

Government of Hong Kong to the Secretary of State for the

Colonies.

Dated 17th July, 1932. Received in the Colonid Office at

6.25 p.m., 16th July, 1932.

Your telegram of June 29th Nguyen ai Quoc wishes to

proceed to England (see my telegram September 24th 1931 and

your reply) but wishes to avoid the Suez and Trans-Pacific

routes and he fears molestation by the French at Port Said or

Marseilles in first instance and at Shanghai or Japan in

second place. He desires to go to Australia and thence to

England via Cape of Good Hope and under paragraph 3 of appeal

claims an undertaking that permission to enter and stay in

Australia for the purpose of transhipment shall be obtained

from Australian Government.

Secrecy is important regarding identity. Can

consent of Australian Government be obtained accordingly?
