We have far too much emergency legislation in force. Mr. Davidson and
Mr. Shephard have undertaken
a review of it. The first fruits are in the draft Orders at (113)1 and
(113)3, supported by Mr. Davidson's memo at (113). I think they've done
a very good job on a pretty tedious undertaking, and now submit these
dreft Orders with the draft X.Co. Memo floating.

I assume that the Marine Fish (Marketing) Ordinance will come into force
on or before 18 December.
