In the interest of maintaining good relations with journalists here I
think it would be desirable for me to make a very short statement after
I have seen Grey. Depending on how I find him it might be on the
following lines, (in view of alacrity with which Chinese granted visit,
I assume he is reasonably fit). "This afternoon I spent 25 minutes with
Anthony Grey.
Grey. This is only the third such visit he has received since he was
detained by the Chinese nearly two years ago. He appeared to be in
reasonable health and spirits. It is a great tribute to his fortitude
and strength of character that he has survived this ordeal as well as he
has.
In addition to Grey there are 12 other British subjects detained in
China to none of whom I have been allowed access".
In answer to questions I would add (assuming it is correct) that as Grey
had said in a letter to his mother, there has been some improvement in
his conditions. On release, I would say that Chinese had indicated that
if "pathetic journalists" imprisoned in Hong Kong were released Grey's
"freedom of movement" as they termed it would be restored. Assuming that
those concerned qualify for full remission of sentence 10 would be
released during September and last on 3 October. I should be grateful
for your comments and those of Hong Kong.

When I saw Reuters in London, they asked whether it would
be possible to give them advance warning before story about any visit
broke in Peking. I suggest that they might book a call to this office
for 0830 hours G.M.7. 14 July. If for any
reason it did not cone through, I should however like to hold Press
conference not later than 0930 hours G.H.T.
shall send an en clair telegram briefly reporting visit which they might
also be shown.

I WAS RECEIVED BY THE HEAD OF AN OFFICE OF THE NEWS DEPARTMENT.
AFTER I HAD MADE THE REQUEST FOR A VISIT AND INDICATED THAT A
SPECIAL VISIT WOULD BE ALLOWED TO NEWS WORKERS IN HONG KONG, THE
CHINESE MADE A STANDARD STATEMENT TO THE EFFECT THAT WE WERE ENTIRELY
RESPONSIBLE FOR GREY'S MOVEMENTS BEING RESTRICTED BECAUSE OF THE
"PERSECUTION" OF THE NEWS WORKERS. AS SOON AS THEY WERE RELEASED
GREY'S FREEDOM OF MOVEVENT WOULD BE RESTORED. I REPLIED
APPROPRIATELY BUT DID NOT PURSUE THE QUESTION OF RELEASE. THE
ATMOSPHERE WAS RELAXED. THE CHINESE MADE NO ATTEMPT TO DISCUSS
THE CONDITIONS FOR THE VISIT IN HONG KONG. IN VIEW OF THE FORTH-
COMING ATTITUDE HERE I TRUST THAT THE NONA WILL NOT MAKE DIFFICULTIES IN
HONG KONG. SUBJECT TO LOCAL CONSIDERATIONS I THINK THAT A VISIT TO THE
NEWS WORKERS SHORTLY AFTER THE ONE HERE WOULD BE APPROPRIATE.
