WE HAVE TODAY HAD TWO SMALL INDICATIONS THAT THERE MAY HAVE

BEEN A CHANGE IN GREY'S CIRCUMSTANCES, POSSIBLY AS

A PRELUDE TO HIS DEPARTURE FROM CHINA. IS TELEPHONE IS

NOW INTERMITTENTLY GIVING THE DIALLING TONE WHEREAS FORMERLY IT ALWAYS
GAVE THE ENGAGED SIGNAL, WHEN GARSIDE AND WALDEN WENT TO GREY'S HOUSE
THIS AFTERNOON THE FRONT DOOR

WAS UNLOCKED AND THERE WERE MORE GUARDS THAN USUAL GOING IN AND OUT.
THEY ENQUIRED WHETHER GREY WAS STILL THERE AND WERE TOLD TO WAIT. A
HOSTILE CROWD GATHERED AND THEY WERE EVENTUALLY ONLY ABLE TO LEAVE AFTER
A MORE SENIOR PUBLIC SECURITY OFFICER HAD SAID THAT NO REPLY HAD BEEN
RECEIVED TO THE ENQUIRY. SO FAR AS WE KNOW NO FURTHER

OBSERVERS WERE PRESENT.

2. IN CASE GREY IS BEING DEPORTED VIA SHANGHAI, GRATEFUL IF PHNOM PENH
AND KARACHI COULD CHECK DISCREETLY WHETHER HE IS PASSENGER ON AIR FRANCE
FLIGHT DEPARTING SHANGHAI 9 SEPTEMBER.

3. IF THERE IS AN OPPURTUNITY TO SPEAK TO GREY, HE SHOULD BE ASKED TO
SAY AS LITTLE AS POSSIBLE TO THE PRESS IN PARTICULAR NOT TO EXPRESS
CRITICAL VIEWS ON THE ACTIONS OF HMG AND THE HONG KONG GOVERNMENT IN

Our Mission in Peking have asked us for advice about a minor financial
problem. They were hoping to be able to take some books to Mr. Anthony
Grey, the Reuters correspondent detained in Peking, and arranged to have
these purchased in Hong Kong by the Eastern Political Adviser.

2. They now have the books and have paid the

You will have heard the sad story of our attempt to send books to
Anthony Grey (our tels 444 and 445).

I am writing on a minor aspect of should be grateful for your advice. As
we did not wish to delay trying to send the books we asked Robin AcLeren
to bring some suitable ones from Hong Kong. This he did and the question
arises whether we can charge this expense to public funds (I think it
would be wrong, given our involvement, to seek to obtain reimbursement-
from Reuters) We will anyway pay Robin and put it un...er suspense in
our accounts. If you cannot find a way of charging this to public funds
we will of course pay out of our own pockets. The books meanwhile will
remain here in case we have a further opportunity to give then to Grey.

After Mr. Doong Campbell of Reuters had discussed the London Airport
press arrangements referred to in his letter of 5 September to

Mr. Murray, Head of Far Eastern Department, in more detail with me this
morning, I telephoned

·

Mr. Housego, Chief of Public Relations at London Airport, to warn him,
for his own information at this stage, that we were hoping that Mr. Grey
would be returning to this country early in October and that reception
and press arrangements would therefore have to be prepared. I added that
it was of course always possible that Mr. Grey would be out before the
expected time, and indeed there were the odd rumours to this effect,
which we could not substantiate in any way. I impressed on Mr. Housego
the need for confidentiality which he fully accepted. (He is so
accustomed to dealing with such problems that we can rely on his
discretion). we went on to discuss the actual physical arrangements, as
follows.

Mr. Housego thinks that there will probably be as much press interest in
Mr. Grey's arrival as there was in Mr. Gerald Brooke's. This means
expecting about 50 still photographers, both T.V. channels, with more
than one camera sach, 4 Newsreels, possibly some American photographers
and T.V., a Press Conference room packed with the writing press. The
Brooke reception arrangements went very well and could be taken as a
guide.

If, as seems likely, Mr. Grey arrives at London from Europe, then Mr.
Housego would propose to make available the Kingston-Smith lounge for
him, and his reception part, using the queens

| Building Press Conference facilities for the press.

Mr. Housego is certain that he would be able to arrange V.I.F. treatment
for Mr. Grey, which would mean that Customs and Immigration would see
him in the V.I.P. Lounge.

In his letter of 5 September, fr. Campbell suggests facilities for Mr.
Grey's mother and gt friend fiancée to meet him on the tarmac,
accompanied presumably by a representative of the Foreign and
Commonwealth Office and Reuters. Mr. Housego confirmed that this could
be arranged but it is

normal on these occasions for camera men to be allowed on the tarmac
which would mean that the reception party and this applies particularly
to Mr. Grey's mother and Pimode would have to put up with

what might be a tremendous onslaught of photography. He therefore
suggests that the Brooke precedent be followed according to which Mr.
Grey would be met on the tarmac by a Foreign and Commonwealth Office
representative and a Reuter representative only. The photographers could
then have their time after which Mr. Grey plus the 2 in the tarmaç
reception party would go by car to the Kings roed- Smith lounge where
Mr. Grey's mother and fiancés que prefa would greet him privately. After
these private greetings and fir. Housego advises that a good quarter of
an hour or 20 minutes should be allowed for this: he says that Gerald
Brooke had insufficient time to find his feet completely) Mr. Grey and
the reception party would be taken to the Press

Conference room, just across the corridor. There Mr. Housego suggests
allowing say 3 minutes for still photographers, to be followed by
questions for T.V. and the writing press. He suggests that the Reuter
representative should chate this occasion and bring it to an end when
Mr. Grey etc., have had enough. (News Department should not of course be
associated with this this is Mr. Grey's/Reuter's affair).

Mr. Housego raised two small administrative points with me, i.e. (i) as
was done in the case of Mr. Brooke he would ask that the car which
brings the Foreign and Commonwealth Office representative to the Airport
should take the tarmac reception party out to the aircraft and back to
the V.I.F. lounge; and (ii) that Reuters should bear the cost of any
refreshments provided in the V.I.. lounge.

difficulty about a Foreign and Commonwealth Office car, for example
because of sudden or late arrival, a Reuters car would be perfectly
acceptable and in an emergency Mr. Housego could arrange an airport car.
I agreed with Mr. Housego that we would keep him informed of news Mr.
Grey's arrival more notice he can have the better, obviously. office
telephone number is 759-7224 and his home number is Burgh Heath 56348.
If he cannot be reached at short notice, his Deputy 'who would not be
