Under instructions from the Japanese Minister for Foreign
Affairs, I have the honour to inform you that the negotiation
for instituting a regular direct wireless service between
Hongkong and Japan has been going on locally between the
Government of Hongkong and the Japanese Ministry of
Communications.
Unfortunately, however, as is stated in a
memorandum herein enclosed, the said negotiation encountered
an impediment that has proved difficult to overcome by local
authorities.
The Ministry of Communications, in view of the remarkable
increase in efficiency that will result from such a service,
considers it regrettable that the matter has been dropped at
a stage when all but an agreement on technicality was completed,
and earnestly hope that His Britannic Majesty's Government
would give the matter favourable consideration.
I should therefore be very grateful if you would be kind
enough to transmit the matter to a further contemplation of
the competent authorities so that the proposed wireless service
between Hongkong and Japan should be materialised in the
nearest possible future.
