Question
has been discussed with representative of Company.
Company are anxious to meet your requirements if possible
and on general grounds of policy it is undesirable to
compete with Company for commercial traffic.
Disadvantages which Hong Kong has suffered from delay
are fully appreciated. Can you telegraph minimum
requirements of Hong Kong as regards improvement of
existing services and provision of additional services
to neighbouring countries? If so will invite Company
to make offer for taking over service and meeting these
requirements within say twelve months.
