I an directed by Secretary Sir Philip
Cunliffe-Lister to refer to your letter of the 28th
of December 1932 reference GMC/C and previous
corres ondence regarding the drafting of a main Agree-
ment and a supplementary Agreement dealing with
wireless communications in Hong Kong. As stated in
your letter of the 27th of ay, 1932, your company
is not in a position at the present time to commit
itself to the terms of the main Agreement, and it
appears that in these circumstances the Hong Kong
Government is unwilling to proceed with the supple-
entary agreement for the transfer of certain services
to your company.
The Government of Hong Kong has requested
that the negotiations with your company should be
broken off, and that it should be allowed a free hand
to
