In continuation of my Confidential despatch of the
7th August, 1931, on the subject of loan requirements for this
Colony, I have the honour to forward for your consideration
the accompanying copy of a memorandum prepared by the Colonial
Treasurer which I have fully discussed with him and with which
I concur.
2. In this connection I would refer you to my confidential
despatch of the 5th November, 1931, on the subject of the
construction of the Shing Mun Gorge dam, proposals for the
financing of which are enclosed in the memorandum.

I should be glad if your instructions regarding the proposals now put forward could be communicated to me as early
as may be convenient and in particular that I may be informed by telegraph of your decision on the proposed conversion in November 1932 of the present Public Works Loan of 1927, in order that sufficient notice of the Government's intention in this
matter may be given to the public.
