I am commanded by the Air Council to refer to Colonial Office letter of the 15th April, 92634/32 transmitting a copy of a telegram from the Governor of Hong Kong on the subject of a proposal put forward by the Far Eastern Aviation Company for the establishment of a flying training school on a commercial basis at Hong Kong and to acquaint you, for the information of the Secretary of State for the Colonies, that they regret that they are not in a position to agree to the proposal.

As Sir Philip Cunliffe-Lister is probably aware the Council have for some time past been seriously concerned regarding the inadequate and unsatisfactory nature of the accommodation which was improvised for the Fleet Air Arm Flights and Royal Air Force Base party in connection with the Chinese disturbances in 1927 and which they have continued to occupy ever since. After

consultation with the Lords Commissioners of the Admiralty the Council recently decided to commence immediately the construction of permanent accommodation for these units and have just received

the assent of the Treasury to a scheme which was submitted for their concurrence last February.

The scheme embraces the constructi on on the site at

the eastern side of Kai Tak aerodrome, which by agreement with the Hong Kong Government was reserved for future Royal Air Force

developments, of regimental and technical accommodation and includes the acquisition of the whole of the hangar which was constructed at the joint cost of this Department and the Colony and of the slipway which was constructed by the Hong Kong
