It appears from this despatch and from the Air Ministry letter of May 26th forwarded in your despatch of 2nd June that Ministry claim to assert complete control over whole Aerodroma. Thiɛ/ the Goverment of Hong Kong, cannot adnit. There is in the Colony de other site in any way comparable

or indeed reasonably possible and it contains ample room for Foyer Air Force and civil flight comparing in size, I am informed, not unfavourably with Croydon and Hen lon. Existing civilian accommodation will remain available until the Air Ministry has

ovided alternative at the Western end of the drome. The Fleet Air Arm has not yet in any year used Kaitak for more than seven mon tha No 5 on and from enclosures in your secretdespatch of May 24th it appears 41910/3 unlikely that this time will be increased. Civil aviation on the

other hand has trebled in the past two years and continues to grow. Secni

Air Force exercises represent only eleven per cent of total time flown in the year. In any case satis factory control of simultaneous service and civil flying should be simple and if necessary flying school machines could be kept on the round during the hour(s) required for Royal Air Force. Planes filled for military purposes could be prohibited fromuse in Civil flying and there seems to be no reason why activities of the Company should be connected with Air Force base. American interests are establishing flying schools in China and are pushing the male of American aeroplanes. It would be unfortunate to find British Colony of no assistance to enterprise in this respect and there is no possibility in visible

future
