As evidence of the interest now evinced in

Hong Kong on the subject of commercial aviation, I

enclose for your information an extract from a Press

Report of a meeting recently held to discuss the

question.

5. The Government would be only too willing to

give a favourable reply to the petitioners, but is at present bound by the terms of your secret despatch of

the 23rd May. I trust that it may have been found

(15) possible in view of my telegram of 30th July to modify the decision conveyed by that despatch.
