Sir,
With reference to your secret despatch of
the 23rd May, 1932, on the subject of the Hong Kong
Flying Club, and to my secret telegram of the 30th
July, I have the honour to enclose a copy of a
petition which I have received from the Far East
Aviation Company.
2. The petition for the most part merely
reiterates views which had already been placed before
me, and seems to serve no particular purpose unless
it was intended that I should forward it to you.
3.
As you are aware, this Government is in
full sympathy with the desire of the petitioners to
establish a Flying Training School at Kai Tak and is
satisfied that this offers the only practicable method
of achieving the aims of the Flying Club.
It is
also convinced that this scheme offers the best chance
of furthering the interests of British Aircraft
Manufacturers.
The School has little if any chance
of success if it is forbidden to teach non-British
pupils.
