Sir,
I have the honour to address you on the subject
of a proposed increase in the Police Establishment of this
Colony in the year 1932 for which no provision has been made
in the current Estimates, and to request your permission to put the following proposals before the Legislative Council.
The matter has already been informally considered by the Finance Committee and has received the approval of all members.

been maintained on the Island for some time and its value has
been demonstrated on many occasions. During the riots the Police in Victoria were able to restore order without calling on the Military for assistance; and, during normal times, the members of the unit are fully occupied on work which falls outside the daily routine and for which otherwise men would have to be withdrawn from ordinary beat duties. No such organization exists in Kowloon, and during the emergency it proved necessary to resort to the somewhat hazardous expedient
