Their Lordships have previously enacted

that a period of approximately two years

would be required to complete the new

Depot (see paragraph 5 of Admiralty

Confidential letter of 6th Feb tuary, 1930,

to the Treasury), and it was in view of that

understanding that the payment of $2,000,000

by the Hong Kong Government was arranged

in four equal instalments at six monthly

intervals. It was also definitely stipulated

in Sir C. Clementi's letter of the 22nd of

August, 1929, in which the offer of the

Hong Kong Government was originally made,

"that evacuation shall be completed and

the two areas surrendered to the Colonial

Government as soon as the final instalment

shall be paid". In these circumstances Sir

Philip Cunliffe-Lister is of opinion that
