when the final payment was made, and as stating in effect that
the Governor did not wish to withhold the last half-yearly
instalment until the properties were evacuated. The Navy
Estimates for 1932 were therefore framed to allow for receipt
of the final instalment of five hundred thousand dollars, but
since it is now obviously too late for payment to be made for
that year, provision for its receipt has been made in the
Navy Estimates for 1933 and My Lordshope that after this
explanation, Sir Philip Cunliffe-Lister will request the
Colonial Government to arrange for payment of the instalment
during the forthcoming financial year.
My Lords understand that the question at issue between
the Hong Kong Government and the War Office concerning the
maintenance and liability for the cost of diverting the aerial
ropeway has not yet been settled and They would, therefore, be
willing that until it is, payment of the equivalent in dollars
of the sum of money involved, which they understand is about
£5,000, should be for the meantime deferred from the final
instalment which They are now asking should be paid to Navy
Votes during the coming financial year.

Your obedient Servant,
