We gathered from Mr. Southorn's secret
despatch of the 15th September, 1932, (13), that
the Admiralty might not be ready to hand over the
Naval Arsenal Yard on January 1st, 1932, but
the second paragraph of the War Office letter of
16th December, 1932, (18) is the first intimation

we have had that the Navy would be likely to continue
to use the Kennedy Road Magazines and the Ropeway
until 1934 or even 1935, owing to the new accommoda-
tion being incomplete.
We are waiting for a reply from the
Admiralty to our letter of 12th November (14),
asking for a date to be fixed for the handing over
of the Naval Arsenal Yard to the Hong Kong Government.
? Ask the Admiralty when reply may be
expected to (14). Enclose copy of (18) and ask for
observations on the War Office suggestion in the
second paragraph of (18) that it may be necessary
for the Navy to continue to use the Kennedy Road
Magazines and the Ropeway until 1934, or even 1935.
Send copy of above letter with copy of
(18) to Governor secret LF reference (16).
