the City Hall (the greater part of which has recently
been closed by the Committee owing to adverse reports
as to its condition), Beaconsfield Arcade, and
Government House will in a few years compel their
demolition and reconstruction or replacement, and it
might then be found that the Hong Kong and Shanghai
Banking Corporation, whose co-operation in this stage
of the scheme is most desirable, had made other arrangements for the extension of its premises and for the disposal of Inland Lot 580.
3. I consider the present moment both desirable
and favourable in every respect for the carrying out
of the first stage of the scheme, and should therefore
be glad to receive by telegram your sanction to
proceed with it.
