I have the honour to address you on the
subject of the proposed erection of a country bungalow for the use of the Governor at Fanling in the New
Territories.
2. A scheme providing inter alia for the
building of a new Government House was submitted to you in Sir William Peel's confidential despatch of 17th December, 1931, and approved in part by your telegram No.78 of 28th June, 1932. The erection of the new Government House on a site more than half way up the Peak will render the retention of Mountain Lodge as a summer residence a matter of less importance and
it was, I believe, Sir William Peel's intention that
Mountain Lodge should ultimately be abandoned as a Governor's residence. There are many disadvantages in the site and the improvements referred to in my
52851/28 despatch No.457 of 5th October, 1928, though they
have gone some way to make the residence less
unattractive have not rendered it a desirable residence for the Governor. The cost of upkeep, already
