I think that we should reply to the
Governor that the present moment, when
retrenchment is everywhere the order of the
day, is not a very opportune one for embarking
upon an expensive scheme of this kind. Ask
him to review the whole question from this
standpoint and to report whether he is really
satisfied that it is desirable to proceed with
the project at once, and that the requisite
funds will be available at each successive
stage.
