Eventually the present Government House
which is said to be deteriorating rapidly and
to be expensive in maintenance is to be
allocated to fulfil the purpose of the City
Hall. It would appear that the City Hall
has been a white elephant and that the
Trustees want to be rid of it.
A small point about the new Government
House is that Sir William Peel has chosen
a new site for it different from the site
recommended by the Commissioners in enclosure
I suppose the Governor, for the time
being, must be allowed to settle a matter of
this kind, although its real importance is

The scheme as a whole is a departmental
one and the Hong Kong Government told us
recently that they have no use for permanent
Zoning or Town-planning Committees. The
scheme looks all right on paper and perhaps
we might allow the Hong Kong Govt. to proceed
