As members of the delegation appointed by
the Universities China Committee to visit China on its behalf,
to Conduct certain negotiations with the Chinese educational
and other authorities and with the Board of Trustees appointed
under the China Indemnity (Application) Act, 1931, and to make
recommendations based on the result of our investigations and
enquiries, we have the honour to submit the following Report.
I. Introduction and Terms of Reference.
The terms of reference communicated to us
were passed at a meeting of the Committee held on June 27th,
1931 (Minute No. 82), and were as follows:-
(i) To consult with representatives of the Chinese
Universities and of the Chinese Government and to
report to the Universities China Committee as to the most
effective way of carrying out the purposes of the Committee,
and in particular to advise the Committee in regard to
the Chinese men and women who should be invited to visit
and lecture in the United Kingdom and in regard to what
subjects should be represented by the British men and women
invited to lecture in China.
(ii) to consult with the Board of Trustees for the
administration of the Indemnity Fund remitted by the
British Government as to the steps to be taken to give
effect to Dr Wang's undertaking "to apply the bulk of the
funds to the creation of an endowment to be subsequently
devoted to the educational purposes mentioned in the report
by the Anglo-Chinese Advisory Committee published in 1926"
in so far as the purposes of the Universities China
Committee are concerned and to ensure effective co-operation
between the Board of Trustees and the Universities China
Committee in London.
