Sir,
I have the honour to acknowledge the receipt
of your confidential despatch of the 22nd December,
1931, forwarding a copy of an extract from the
Minutes of the 30th Meeting of the Advisory Committee
on Education in the Colonies, held on the 1st October
last, together with a copy of a Memorandum by Lord
Lugard; and to inform you that I have discussed the
matter with Sir William Hornell, Vice-Chancellor of
the University.

You will have received my despatch No. 530
of the 22nd December, 1931, which deals in a large
measure with the matters dealt with in the Minutes,
and there is little of value that I can add, pending
the receipt of the Report of the Deputation, and the
conclusions thereon of the Universities China
Committee. I trust that this Government and the
University authorities will be given an opportunity
of commenting on such conclusions before final
decisions are arrived at.

In view of the present condition of affairs
in China, it becomes still more necessary for the
