Dr. Herklots is undouutedly an aule
and keen viologist, and i think he should be
encouraged as far as possiule. China is
yet an unexplored ield and much oi the work
done by the Americans has been of very second-
rate quality. The Americans are, I
understand, becoming increasingly unpopular
in China and work of the character being
undertaken by Dr. Herklots may, in the long
run, be of greater and wider value to une
Empire than its purely scientific value.
I leave it to you to suggest what
should be done, wüt it might be considered
whether you should tell Dr. Herklots that
you have had my note on the interview, th9 t
his work has your sympathy, and ? that he
might consider asking the University Butnorities
whether they would be prepared to approach
the Carnegie Trustees for an endowment grant
some what on the lines of the grant given to
the imperial College of Tropical Agriculture in
Trinidad. I know nothing OI the boxer
Indemnity money and whether there is any
chance of touching those monies not referred to
in Treaties. i do know that several people
have their eyes on some money supposed to be
availaule from the Boxer Indemnity.
