with the special rights of sea access of any
lessee without his consent.
The proviso to Section 5 of the same
Ordinance had a similar effect in connection

with the grant of rights of erecting and
maintaining piers or wharves where Igre #99-

Section 2 of the amending Ordinance sub-
stitutes for the Crown lessee's power of
obstruction in the former case a right to
compensation, but the effect of Section 3

is apparently to take away the power in
comsfrandung
the latter case,without giving any right.
I shall be glad if you would inform me
whether this is intended, and if so, why the reason provision for compensation in the latter case.
