of a Bill as general in scope as the proposed measure, it
should introduce a separate and special Bill for each public
work contemplated.
In making this suggestion the letter sent to the
Hongkong Chamber also said:
"It is felt that the special relationship in which
the affairs of the Colony stand to those of China
necessitates the greatest possible circumspection in
introducing a measure affecting foreshore, or, indeed,
any similar rights".
My Committee think that, as they may wish to make
representations to you on this subject at a later date, the
views which have been expressed to the Hongkong Chamber should
be communicated to you for your information.
