It may be urged that

this is merely a question

of the use of terms. The

Ordinance, however, makes

it clear that a reformatory

is a place where "youthful

offenders" are "reformed", and

the fact of residence in a

reformatory, or the fact

a young person child had

that a child/had been dealt

with as a "youthful offender"

would be more apparant to

outside observers than the

status of an inmate of a

reformatory, or the ground

or young person

upon which a child/was dealt

with
