Hong Kong, and to inform you

that His Majesty will not be

advised to exercise his power

of disallowance in respect of

this Ordinance.

2. Standing by itself, this

Ordinance might appear to be

open to no objection, since it

ostensibly deals only with

children who are actual

offenders.

"for the reformation of youthful

offenders" under Sections 10 (1) and

11 of Ordinance No.6 of 1932. I
