that His Majesty will not be

2. Standing by itself, this
Ordinance might appear to be

open to no objection, since it
ostensibly deals only with
children who are actual
offenders.

undesirable that the same term

It seems unfair for such children o
to be sent to an institution branded
as a reformatory school established
"for the reformation of youthful
offenders" under Sections 10 (1) and
11 of Ordinance No.6 of 1932. I
