should have used two terms one for the real

offender, and one for the child brought before

the Court under section 17, both terms being

used in conjunction where both classes are to

be affected.

It might be urged that this is all merely

a question of the use of the terms, but it is

quite clear from the Ordinance that a reformatory

is a place in which "youthful offenders" are

"reformed", and the assumption is that the fact

of residence in a reformatory, or the fact that

a child has been dealt with as a "youthful

offender" would be more apparent to the world

than the status of the inmate, or the ground upon

which the child was dealt with as a youthful

offender.
