With reference to your letter dated the 29th September,
1931, addressed to the President of the Board of Trade,
concerning the conviction by the Marine Magistrate, Hong Kong,
of Commander T. Pritchard, R.D., R.N.R., Master of the s/s
"SUI TAI", for failure to observe the International Collision
Regulations, I am directed by the Board of Trade to state that
they have no power to intervene in the matter.
