Magistrates Ordinance 1890, or to
apply for a review of the decision
under Section 96 of the same Ordinance
as enacted by Ordinance No.16 of 1928;
that since the "Sui Tai" is a local steamer
plying daily between Hong Kong and Macao
there appears to be no
Commander
reason
why Captain Pritchard could not have taken
either of these courses had he wished to
do so, and that in the circumstances he
is of the opinion that intervention on
his part is not justifiable.
3. In view of this report, the Secretary
of State regrets that he cannot see his
way to take any further action in the
matter.
