) I have the honour to acknowledge the receipt of your
confidential despatch of the 13th of November, 1931, on the subject
of acting salary for Cadet Officers and note your decision regarding
the proposal to add the post of Head of the Sanitary Department to
the list of posts of which the holder will be eligible for acting
salary.
2. I have considered your further suggestion for the
abolition of these privileges in the case of future entrants to
the Cadet class, but feel that such a step will not be in the best
interests of the service. The present rule carries out the
principle which I conceive to be the basis of Colonial Regulation
No. 54, namely that specific increases of responsibility shall be
rewarded by increased emoluments, the extent of the increased load
being indicated in each case by the difference between the initial
emoluments of the substantive holder of the higher post, and those
of the acting officer immediately before his appointment to act,
and I deprecate the exclusion of future Cadets from these privileges. merely because certain difficulties may arise from time to time in
their practical allotment, owing to the fact that the Hong Kong
Government finds it more convenient not to make specific
appointments to the posts in question.
