this special privilege.
The special privilege
is necessitated by the fact that Cadets are not
definitely appointed to the 7 posts in
Class I, but are appointed to the class.
If they were definicely appointed to the posts,
senior Cadets in Class II, when appointed to
act for them, would draw acting pay on the
basis of Col. Reg. 54.
I cannot understand Mr. Gent's objection
that the privilege is not shared by officers
in other departments. If it were desired to
appoint a Police Officer to act as Inspector
General of Police, he would not be appointed
to act in Class I of the Cadet Service, but
would be definitely appointed as Acting
Inspector General of Police, and, as such, would
draw acting pay in
of Col. Reg. 54.
accordance with the principle
But if a Cadet in Class II is
selected to perform the duties of Acting Inspector
General of Police, he would not be eligible for
General
any allowance apart from the special arrangements.
