Class I posts are the prize posts in
the Hong Kong Cadet Service. The Salaries
Commission recommended that there should be
7 officers in Class I. These officers are not

appointed to specific posts under ordinary arrange-
ment s.
No opportunities would therefore arise
for junior officers to draw acting pay. There is,
however, a long standing practice, sanctioned by Hong Kong General Orders, by which a Class II
officer acting in any of certain specified posts, normally held by a Class I officer, is entitled to
acting pay.
On this point a modification of the
Salaries Commission proposals was suggested by the
Governor and accepted by the Secretary of State.

Under this scheme the specified posts to which
acting pay attaches were fixed at 7, corresponding
to the number of officers in Class I.
On the occasion of the appointment of a
non-cadet officer to the post of Treasurer, which has previously been filled by a cadet officer of
Class I, it was agreed that the number of officers
in Class I should be retained at 7, although no guarantee was given that this figure would be
preserved
