In continuation of my despatch No.414 of the 2nd
of October, 1931, I have the honour to transmit a copy of
a full report from the Inspector General of Police on the
recent anti-Japanese riots in this Colony and of the steps taken by the police and military forces to deal with the
situation.

I enclose also copies of Regulations and
the Proclamations indicating/legislative steps taken to meet the situation.

The Regulation which appears as Government Notification No. 616 together with the three Proclamations of the same date followed an emergency meeting of the Executive Council which I called at noon on Sunday the 27th of September.
4. The Regulations published as Government Notification No.621 of the 1st of October were passed as a consolidating measure in order to inform the public of the implications of the Regulation mentioned in the last paragraph.
