without any cheek against abuse in the hands of the Chinese
recruiters and boarding house keepers who probably carry on
their activities in the name of the British firm without much
regard for the welfare of the coolies concerned.
In any
case I submit it would be desirable, in the interests of the Governments of Hongkong and Samoa as well as in those of the good name of Messrs. Gibb, Livingston and Company with the Chinese, to ensure beyond reasonable doubt that no real grievances exist, or, if they do exist, that they are as far
as possible remedied.

to the attitude I should adopt towards this matter, with
reference to the applicability or otuerwise of the Convention
of 1904 and generally to the recruiting in Chine of indentured, free, and assisted Chinese emigrants for work in British
possessions.
