I have the honour to transmit here-

with a copy of a despatch from His Majesty's

Consul-General at Canton on the subject of

a oomplaint made by the Chinese authorities

against a British firm in Hongkong in sọnn-

ection with the recruiting of Chinese labour -

ers in China for Samoa, The facts of the

ease appear to be briefly as follows.

Mosar: Gibb, Livingston and Company

engage from time to time in the business of

recruiting consignments of Chinese labourers

for samom. Their Chinese recruiters visit

Kuangtung and collect Chinese coolies who

are induced to go to Hongkong where they are

taken charge of by a Chinese boarding house

pending examination and selection of those

fit for export to Samoa. The Chinese Author-
