With reference to Sir Cecil Clementi'

In 30139 despatch No.86 of the 3rd of March, 1927, and

Mr. Amery's despatch No.70 of the 27th of February,

1928, on the subject of rules regarding study leave,

I have the honour to inform you that the existing

rules have not been found sufficiently elastic to

cover the many different cases which occur.

2.

I consider it necessary in order to meet

this difficulty that a greater discretion should be

left in the hands of the Governor.

I submit therefore the accompanying draft

of a revised General Order on the subject and should

be glad to receive your approval in due course.
