With reference to paragraph 7 of my despatch
No. 455 of the 23rd October, 1931, I have the honour to
forward the accompanying draft Estimates of Supplementary
Expenditure together with a detailed memorandum
explaining the various items.
These estimates have been examined and agreed to
by the Finance Committee of the Legislative Council and
I propose subject to your concurrence to place them
before the Council for approval.

The financial returns for the year 1931
which have just been completed show a total actual revenue of $33,146,723 and an expenditure of $31,160,744
as compared with an estimated revenue of $27,488,759
and expenditure of $29,787, 855. Revenue is coming in
satisfactorily in respect of the current year also, the
approximate total for the first four months amounting
to $11,883,946 as compared with $10,170,053 for the
same period of 1931. On the side of expenditure
apart from other sterling commitments there will in
any case be a considerable saving under the head of
personal emoluments for which provision has been made
